Highland Park planning board approves memorialization of August site-plan approval with wording changes

Several members questioned a line that said the plan "will reduce the impervious coverage," noting the site plan did not change the building footprint or parking layout. A board member suggested replacing that phrasing with language that the proposal "will not increase impervious coverage," which the board agreed would be more accurate.
The draft resolution also included a sentence about permeability and sustainability that members found unclear; the board agreed to remove or rephrase the sentence to avoid asserting a technical finding not supported by the submitted plans. Members similarly questioned a condition that referenced a "slow release patch basin" for stormwater attenuation, saying that earlier discussion had focused on additional downspouts and other measures rather than a basin.
To provide technical flexibility and avoid having to return to the board over wording, members agreed to add a clause to item two of the resolution stating the applicant shall implement required stormwater measures "and/or other measures as approved by the borough engineer." The Chair described the meeting as a review to ensure the written resolution memorialized what the board had already approved in August.
After the edits were read into the record, a motion to approve the memorialization subject to the modifications was made and seconded (the transcript records the second as coming from a person identified only as "Patrick"). The board took a roll-call vote and members present voted in favor; the Chair noted that one additional member would also have voted yes. The vote outcome was recorded as approval of the memorialization.
The adopted resolution becomes the official legal record of the board's August decision once signed and will be used by borough staff to review revised construction plans and to recommend issuance of construction permits when the applicant's revised plans comply with the conditions of approval.
What happens next: the applicant must revise and submit engineering and building permit plans to the borough for review, and borough staff (including the borough engineer) will confirm those plans satisfy the conditions set out in the memorialization before recommending permits to the construction code official.
