An ordinance to annex and assign C-2 neighborhood commercial zoning to a roughly 5.94-acre parcel at 2140 Frink Street (Tax Map No. 005758-01-023) was deferred for second reading to Sept. 2 after council members asked for more information about the applicant’s short- and long-term plans.
City Manager Michael Conley said staff supported the annexation and C-2 zoning because the request aligned with the comprehensive plan and contiguous zoning. Conley said the applicant indicated the immediate use could be a personal storage unit and that future plans included commercial frontage along Frink Street.
Mayor Elise Partin and others expressed concern about approving annexation and rezoning without clearer detail, noting zoning is among the City’s primary tools to shape future development. Mayor Pro Tem Tim James withdrew a motion to approve and moved to defer second reading to Sept. 2; the motion passed unanimously.
No formal annexation or rezoning took effect on Aug. 5; staff was directed to obtain additional information and consider inviting the applicant to a future meeting.
