Cayce council delays decision on $21.75 million hazard-mitigation grant pending $7.25 million match questions

City Manager Michael Conley told Cayce City Council on Aug. 5 that staff had initiated a Hazard Mitigation Grant Program application seeking about $21.75 million in stormwater and basin work that would require an estimated $7.25 million local match.
Conley said the application would continue the City's existing stormwater planning with American Engineering, focusing on areas including the Railroad Avenue basin and basins near the riverside.
Mayor Elise Partin said she had "major heartburn about committing to anything where the funding source was not identified," noting the City did not have $7 million sitting in reserve and urged staff to identify partners and funding sources before committing taxpayer resources. Council Member Byron Thomas asked whether the City could accept a smaller award if it could not provide the full match; Conley replied that awards are typically for the requested amount but reductions are possible and the figure presented was a maximum.
Given the size of the proposed match and the City's limited budget, Mayor Pro Tem Tim James moved to postpone the item to the Council meeting on Aug. 20 so staff could pursue County, State and lobbying contacts and return with funding options; the motion passed unanimously by roll call vote.
Council made no commitment of local funds at the Aug. 5 meeting and directed staff to seek partner cost-sharing and to provide more specific project phasing and match options at the Aug. 20 meeting.
