Millville board creates Supervisor of Special Projects, approves hiring slate and dozens of personnel actions

Personnel & Negotiations Committee chair Mr. Whilden told the board the change merges two positions into one; the minutes record public concern from resident Tamara Davis that another supervisor is unnecessary.
As part of the personnel motions the board accepted multiple retirements and resignations and approved leaves of absence for medical, bonding and maternity reasons. The June 2025 suspension report (in‑school suspensions: 77; out‑of‑school suspensions: 110) and HIB reports (July 21: 9 investigations concluded; June 16: 33 investigations) were accepted as presented.
The board authorized the creation of a part‑time Stage and Tech Manager (PCN 9500-000-000-001) and recommended appointment of Rick Bird at $24,000 annually. Administrative postings and newly created positions approved include wraparound aides and supervisors, AVID coordinators and tutors (site stipends), preschool and PK positions, and School Age Child Care (SACC) staff with specified hourly rates. A slate of certificated hires was approved, including Samantha Lee (speech‑language pathologist) and Jessica Parliman (occupational therapist), with salaries and start dates recorded in the meeting backups.
Superintendent Dr. Matthew Mazzoni introduced Dena Andrews as the new vice principal of Lakeside Middle School; the minutes show her start date as July 28, 2025. Board members approved all personnel items by roll-call vote.
Public commenter Tamara Davis questioned the title change and whether the new Supervisor of Special Projects would focus on grant writing; the minutes record her concern about added administrative cost but do not record a direct response beyond the committee rationale that positions were merged.
