Miss Ma, presenting the draft plan and the citizen participation process, described four funding priorities for 2026: integrated community services and assistance, administration/program delivery, housing rehabilitation and repair, and neighborhood/public‑facilities improvements (including expanded broadband access). She explained that the CDBG program is a HUD entitlement grant with three national objectives — benefit to low- and moderate‑income persons, prevent or eliminate slum and blight, and respond to urgent community needs — and that the citizen comment period ran June 1 through July 1.
During public comment, Henry Gomez of District 4 said senior citizens live in substandard housing that could require multiple years of repairs; other commenters urged more bilingual outreach and more frequent, visible public notice (print and non‑social media channels) so eligible residents know how to apply for funding. Christina Bergball asked whether the draft plan’s outcomes included measurable, time‑bound targets; staff said the draft posted with the agenda contains goals and targets and that required CAPER reporting will follow at the end of the program year in December.
Commissioners thanked staff for the presentation and closed the public hearing by motion. Staff said they will consider the input and that full draft documents and targets are available in the meeting packet and on request.
The hearing record will be included with the plan submitted to HUD, subject to any edits the commission chooses to adopt after the close of the comment period.
