Board approves budget transfers, contracts and a First Student transportation award

At its Aug. 25 meeting the Hillsdale Board of Education approved a slate of finance motions covering budget transfers, financial reporting, contracts, grants and procurement procedures.
The Board approved June 2025 budget transfers moving funds among object codes for special services, salaries, materials and transportation. It accepted the Board Secretary’s and Treasurer’s reports for the period ending June 30, 2025, and certified that no major account had been over‑expended under N.J.A.C. 6A:-23-2.11(c)4. Trustees approved the July bill list in the amount of $2,472,158.50 and adopted the Purchasing Manual dated Aug. 25, 2025 as the district’s official procurement procedure.
Contracts and tuition approvals included a contract with the New Jersey Commission for the Blind and Visually Impaired for a single student (ID #105244) at a cost of $2,541 for the school year, and multiple tuition (sending) contracts for ESY and school‑year placements with specified rates. The Board approved the IDEA Flow‑Thru application for FY26 (Pre‑School $29,558; IDEA Basic $332,044, including a $49,105 non‑public share) and accepted Extraordinary Aid funds of $595,443 for FY26.
On transportation, bids for route(s) N25‑26 were opened on July 30, 2025; the Board awarded the transportation contract N25‑26 to First Student, Inc. for the term Sept. 1, 2025 through June 30, 2026 at a total contract amount of $218,880.00, with the award contingent on approval by the Bergen County Superintendent of Schools.
The Board also approved a one‑time temporary waiver granted by the New Jersey Department of Agriculture that exempts George G. White School and Ann Blanche Smith School from operating a School Breakfast Program for SY 2025–26; administration was directed to retain waiver documentation and monitor eligibility percentages for future compliance.
All motions in the finance slate (motions 1F–18F and related items) passed by consensus vote 5–0.
