City administrator previews Hutchinson City Council agenda for June 23 meeting

Matt Yancey, Hutchinson city administrator, on Thursday previewed the City Council agenda for its Tuesday, June 23 meeting at 5:30 p.m. at the Hutchinson City Center, highlighting consent items and several new-business items the council is expected to consider.
Yancey told listeners the meeting will open at 5:30 p.m., include the invocation and pledge of allegiance, and offer public comment during the 'citizens addressing the City Council' portion. "This is the meeting where anyone from the public is welcome to come and address the City Council regarding any item, whether it's on the agenda or not on the agenda," he said, and asked speakers to keep comments under five minutes and state their name and address for the record.
The consent agenda includes routine personnel and administrative actions. Yancey listed the appointment of Julie De Hanson to the Pioneer Library Board and the council's consideration of Resolution 16045 to appoint an interim city engineer, noting the previous engineer "has left the city for another opportunity." He also previewed Resolution 16046 authorizing disposal of surplus street-department property and Resolution 16047, which would adopt findings supporting a conditional-use permit for a truck terminal at 1060 and 1064 Adams Street Southeast following a favorable Planning Commission recommendation.
Also on the agenda is Resolution 16048 to approve donation of surplus fire-department equipment, and approvals related to two summer events: the River Song Music Festival (July 9–11) and the Potters Festival (July 24–26). Yancey said the Potters Festival request includes a temporary liquor license for July 25–26.
On ordinances and plans, the council will consider a second reading and summary publication of Ordinance 26-877, amending Chapter 53 of the city code on sewer systems with updates to fees and heavy-waste regulations. Under new business, the council will hear a presentation on the 2026 Safe Routes to School plan and may act on the plan after the presentation.
Yancey said the council also will review a three-year labor agreement with the police sergeants union, identified in the transcript as "LALS." He reminded listeners that, because the August 11 council meeting falls on primary day, the council will likely reschedule that meeting and will set the canvassing board for August 12, three days after the primary election.
The agenda will include routine governance items: the city's financial investment report for May 2026, Hutchinson HRA minutes from May 19, and Planning Commission minutes from May 19, 2026, followed by staff, mayoral and council updates. The meeting is open to the public in person and will be broadcast on ACVN.
The council meeting is scheduled for Tuesday, June 23 at 5:30 p.m. at the Hutchinson City Center; members of the public may attend in person or watch the meeting on ACVN.
