Irvington council accepts ARP firefighter grant, approves vendor qualifications and awards online tax-sale hosting contract

At its Oct. 15 meeting the Irvington Municipal Council accepted a CY2024 American Rescue Plan Firefighter Grant of $70,000 from the New Jersey Department of Community Affairs to purchase NFPA 1851-compliant washers and dry cabinets for the Irvington Fire Department and authorized the chief financial officer to establish the grant line.
The council also approved a set of qualifications and fair-and-open professional service contracts for engineering and remediation services for one-year appointment periods beginning Nov. 1, 2024, including ARH Associates, Pennoni Associates, Greenman-Pedersen, Suburban Consulting Engineers, Harbor Consultants, E2 Project Management, D&B Engineers & Architects and Traid Associates for environmental consulting. The council separately qualified lists of contractors for residential rehabilitation and certified lead remediation.
On procurement, the council awarded a contract for online tax sale hosting services to Realauction.com LLC for up to $15.00 per property sold and authorized the township attorney to prepare the contract, noting an initial certification of funds of $30,000. Several proposed assignments of municipally-held tax sale certificates to private purchasers were listed in the finance section but marked in the minutes as 'REMOVED BY FINANCE COMMITTEE' and will return to the council with committee recommendations.
The council adopted multiple tax-refund resolutions (amounts and property identifiers recorded in the minutes) and authorized liens to recover costs of abatement and cleanup at specific properties (amounts listed in resolution text), directing the Tax Collector to add the sums to the affected properties' tax bills.
Council also approved a one-year extension of a printing and marketing contract with Stuyvesant Press for an amount not to exceed $220,000, with $2,000 certified immediately and the remainder subject to the 2024–25 budget certification.
The meeting concluded with a general hearing of citizens; Business Administrator Musa Malik was asked to respond in writing to a resident's request.
