Irvington council approves flood study, property exchanges, grants and major education funding

The Irvington Municipal Council on July 8 authorized a no-cost NJIT flood study of the Elizabeth River, approved property-exchange agreements to facilitate redevelopment, accepted a $5,487 CFBNJ grant and a $3,000,000 Board of Education contribution for the Outdoor Education Center, authorized refunds to former constables, and approved a 10-year shared-services pool agreement including a one-time $2,000,000 enclosure fee.
At its July 8 meeting the Irvington Municipal Council approved a series of resolutions covering infrastructure studies, redevelopment transactions, grants and intergovernmental funding.
The council authorized the Center for Natural Resources at the New Jersey Institute of Technology to conduct a no-cost flood study of the Elizabeth River within Irvington through the New Jersey Office of Emergency Management. The Township Engineer had reviewed and recommended the study.
Council approved two property-exchange authorizations intended to facilitate redevelopment: one involving Chester Property Care LLC (Block 269, Lot 6, 82 Cleremont Avenue) and another involving ZM 100 22 STREET LLC and property in the East Ward/East Springfield Avenue Redevelopment Area (Block 152, Lot 1, 317–323 17th Avenue). The resolutions authorize the Mayor to execute agreements and direct the Clerk to attest and affix the corporate seal.
On funding, Council accepted a $5,487 Capacity Building, Infrastructure & Innovation subgrant from the Community FoodBank of New Jersey to support the township food pantry and soup kitchen and instructed the Chief Financial Officer to add the grant to the 2024 municipal budget. Separately, the council accepted $3,000,000 from the Irvington Board of Education to update and renovate the Irvington Outdoor Education Center in Readington Township; those funds will be added to the capital fund and the township attorney was directed to prepare contracts for execution by the Mayor and Clerk.
The council also authorized refunds to named former constables following the State’s January 8, 2024 elimination of the constable position; specific refund amounts were listed in the resolution. Additionally, the council approved a shared-services agreement with the Irvington Board of Education giving the Board year-round access to the township swimming pool for ten years and directed that the township invoice the Board a one-time $2,000,000 fee for construction of an enclosure.
Other actions recorded in the minutes included the ratification of the Calendar Year 2022 Annual Audit certification and authorization to apply for a FY2025 Transportation Trust Fund grant of $760,459.20 for resurfacing Linden Avenue. The bills and claims list of $4,029,297.26 and payroll totaling $2,387,166.30 were approved earlier in the meeting.
Several items were explicitly recorded as adopted with Council Members Cox and Evans listed as absent. During the general public comment period Elouise McDaniel and Robert Shaw spoke; council members thanked participants and the meeting adjourned at 8:09 p.m.
