The Hopatcong Planning Board voted to approve a modified application to build a single‑family home at 38 Jefferson Trail (block 40217, lot 20), granting conditional approval after the applicant agreed to submit final sealed plans from New Jersey‑licensed professionals.
Jenny Arasal, who identified herself as the property owner, presented a revised design for a 20‑by‑46‑foot house and confirmed the lot will be served by public sewer. Arasal described the interior layout and said the project footprint had been reduced in width to fit a 40‑by‑100 lot. "It's going to be 20 by 46," Arasal told the board during her testimony.
Board members raised repeated concerns that the packet's illustrations were not to scale and that key technical checks—coverage calculations, average grade and elevation measurements, and a lot grading/site plan—could not be verified without sealed, scaled drawings and an engineer's review. The board also discussed how the slope at the rear of the lot increases the visible height from certain viewpoints, and noted the house could appear as a two‑and‑a‑half or three‑story structure depending on how average grade is calculated.
To address those uncertainties, the board made approval conditional on submission of sealed plans from a New Jersey‑licensed architect and, where applicable, a New Jersey‑licensed engineer to resolve site‑civil issues. The board also required that the building inspector and board engineer be satisfied with any site civil, grading or erosion control elements before a building permit is issued.
The motion to approve the modified plans carried by voice vote with the members present recorded as voting yes (Mr. Diamond; [board members recorded in the transcript]; Chairman Ray). The board instructed the applicant to bring fully scaled drawings showing numerical dimensions and elevations and to obtain any required professional seals prior to permit issuance.
