Keansburg council authorizes police participation in federal 1033 equipment program for 2025
Summary
Council authorized the Keansburg Police Department to enroll in the Defense Logistics Agency LESO (1033) program for 2025, allowing acquisition of non-controlled 'DEMIL A' items and potentially 'DEMIL B–Q' equipment including vehicles, tactical gear and weapons if available; the police must prepare training and quarterly accounting.
The Keansburg Borough Council on Nov. 13 approved Resolution #24-120 authorizing the Keansburg Police Department to enroll in the Defense Logistics Agency Law Enforcement Support Office (LESO) 1033 Program for calendar year 2025.
The resolution permits the department to request and acquire excess Department of Defense property classified as "DEMIL A" (non-controlled) items such as office furniture, generators, computer equipment, certain nonmilitary vehicles and medical supplies. It also authorizes, if available during the authorized period, acquisition of “DEMIL B through Q” controlled property that the resolution lists by category and that may include automobiles, armored or tactical vehicles, breaching systems, tactical optics, and firearms. The resolution states that although property is provided at no cost, the acquiring agency is responsible for delivery, maintenance, fueling, upkeep and training costs.
Under state law cited in the minutes (N.J.S.A. 40A:5-30.2), the municipality’s governing body must approve enrollment in and the acquisition of property through the 1033 program; the resolution authorizes participation for Jan. 1–Dec. 31, 2025. It also directs the police department to develop and implement a training plan and policy for maintenance and use of acquired property and to provide a quarterly accounting of all property obtained through the 1033 Program that will be available to the public on request.
