Keansburg introduces comprehensive stormwater ordinance; public hearing set for Dec. 18

The Borough of Keansburg introduced Ordinance #1731 on Nov. 13, beginning the local adoption process for a comprehensive municipal stormwater-control chapter (Chapter XXVII) intended to regulate major development.
The ordinance text in the minutes is extensive and covers definitions, a purpose and applicability section, and design and performance standards to advance flood control, groundwater recharge and pollutant reduction. Key standards include: an 80% TSS (total suspended solids) removal expectation for regulated motor-vehicle surfaces, groundwater recharge requirements (demonstrate maintenance of 100% of average annual pre-construction groundwater recharge or equivalent infiltration for the 2-year storm), required use of green-infrastructure BMPs where feasible, and detailed lists of acceptable BMPs and their contributory drainage-area limits (tables included in the minutes).
Ordinance #1731 also establishes submission requirements for site development stormwater plans (including topographic maps, soil borings, hydrologic/hydraulic calculations, maintenance plans and deed notices to be recorded), safety and maintenance standards for BMPs, reporting/recordkeeping obligations, and penalties (fines up to $2,000 for violations). The ordinance references state rules and guidance including N.J.A.C. 7:8 and the New Jersey Stormwater BMP Manual and provides tables for precipitation adjustment factors by county.
