The Borough of Keansburg adopted Ordinance #1727 on Oct. 16, 2024, authorizing the private sale of specified undersized borough-owned parcels to contiguous property owners under the Local Lands and Buildings Law (N.J.S.A. 40A:12-13).
The ordinance lists the subject properties by Block and Lot (e.g., 11 Grove Place, 90 Raritan Ave, 109 Raritan Ave, 117 Raritan Ave, 138 Center Ave, 9 Forest Place, 136 Main Street, 29 Forest Avenue) and sets minimum bid amounts for each parcel (typically $15,000; Beaconlight Avenue parcel listed at $5,000 and 136 Main Street listed at $7,500), subject to confirmation by the borough tax assessor. The ordinance requires advertisement of the sale, a 20-day offer period following publication, sale to the highest contiguous-property bidder at not less than fair market value, deed merging with the bidder’s lot at closing, and a waiver of borough warranty as to title or environmental conditions.
During the public comment portion Michael Bonney (92 Raritan Ave) asked whether a stand-alone structure could be built on one of the undersized lots. Chair Mr. Cusick responded that a stand-alone structure would not be permitted and that the ordinance is intended to allow improvements or additions to existing properties (driveways, patios, pools, or additions) subject to development regulations.
The council closed the public hearing and adopted the ordinance by roll call vote during the meeting; the minutes record the procedural votes.
