Rowley MLP explores alternatives after partner exits battery storage plan

General Manager Matthew Brown told the board that Groveland Electric Light backed out of a shared battery storage project, and that staff determined the initiative was not cost-effective under the planned tariffs and equipment logistics.
"Groveland Electric Light had backed out of their battery storage project," Brown said, adding that Citizens found it wasn’t cost effective between the tariffs and getting the equipment to build it. Commissioner Bryan DiPersia urged the utility to pursue a project for Rowley or look for a different provider. "We just need to get a project like this in Rowley," DiPersia said, noting that record battery storage capacity (about 57 GWh) was added nationally in 2025, with roughly 75% of that growth occurring in Texas, California and Arizona.
Commissioners discussed the possibility of pivoting from the originally planned partner and exploring alternatives, but no formal procurement decision or vote was taken. Staff indicated they would continue to evaluate options and potential providers and return with recommendations to the board.
