Rowley MLP energizes new substation transformer, schedules phase-two work

General Manager Matthew Brown told the Rowley Municipal Lighting Plant board that crews energized a new substation transformer on Feb. 20 and verified phasing after three days of testing by United Power Group.
The work, Brown said, included testing and settings verification by UPG prior to energizing. "United Power Group and RMLP staff energized the new transformer and verified the phasing," he said. Crews then changed the existing load side back to the original URD high-voltage cable and, on Feb. 22, made switching moves that placed load on the new transformer and on feeders one and three.
The update is significant because the change was timed to be completed before an expected blizzard. Brown said the effort was intended to restore the town to a two-line configuration and improve reliability. He told commissioners there is still substantial work before the project is complete and that PLM, Powerline and UPG would meet on Feb. 23 to begin the project's second phase.
Brown invited commissioners to visit the site, saying arrangements could be made through his office. There was no formal vote connected to the update; the item was presented as an operations progress report. The board will receive further updates after the Feb. 23 phase-two meeting.
