Developer Sackman Enterprises receives conditional endorsement for 1 Carr Avenue project

The Keansburg Borough Council gave a conditional endorsement Sept. 18 to Sackman Enterprises’ application for new construction at 1 Carr Avenue, recommending the project to the borough zoning officer and planning board provided the developer adheres to a completion schedule for the nearby 19 Carr Avenue project.
At a redevelopment presentation, developer Carter Sackman and his team described revisions to the 1 Carr Avenue plan: one unit removed from floors two through four and six new units added on a new fifth floor, increasing the total from 45 to 48 units; the building footprint and exterior were presented as unchanged. Architect Bruce Adelsberger said the new residential units would be about 763 square feet each on the added floor.
Sackman reported construction delays at 19 Carr Avenue caused by utility coordination issues and sewer authority requirements, and said he is "very grateful for the intercession by Senator Gopal" in resolving a transformer issue with the electric utility. He also said a retail tenant, "Lola’s" from Asbury Park, has signed a lease for space in the building. Mark Lawrence (12 Seawood Ave.) asked whether the additional units would improve marketability; Sackman replied that based on his experience the additional units should be more marketable.
Borough officials including Construction Official Edward Striedl and Borough Attorney John O. Bennett III asked whether the developer would meet new building-code and ADA requirements; Sackman and his counsel said the projects would comply with the new codes. After a short public comment period, the council voted to endorse Sackman’s 1 Carr Avenue application to the zoning officer and zoning board of adjustment, conditioning the endorsement on the developer’s adherence to the schedule for 19 Carr Avenue.
