Keansburg council introduces multiple ordinances, schedules Sept. 18 public hearings

At its Aug. 21 meeting the Keansburg Borough Council introduced several personnel and revenue ordinances, authorized routine resolutions including PILOT agreements and a CDBG grant, and set Sept. 18 as the public hearing date for several new ordinances.
Keansburg Borough Council and Redevelopment Agency members on Aug. 21 introduced a package of ordinances covering municipal pay ranges, license fees, property sales and a new occupancy tax, and approved a set of routine resolutions and grant agreements.
The council recorded roll-call votes to introduce ordinances that will return for public hearings on Wednesday, Sept. 18 at 7 p.m. Those measures included Ordinance #1723, which sets classified-service salary ranges across dozens of job titles; Ordinance #1724, establishing salary ranges for unclassified positions including the borough manager and municipal judge; Ordinance #1725, which amends municipal alcoholic beverage license fees; Ordinance #1726, a bond ordinance for vehicles and capital equipment (introduced for first reading); Ordinance #1727, authorizing private sale procedures for undersized municipally owned lots under N.J.S.A. 40A:12-13; and Ordinance #1728, a proposed 3% municipal occupancy tax for hotel and transient accommodations.
Council also approved routine resolutions on the consent calendar. Actions recorded included authorization to execute PILOT agreements with Church Street Corporation for Fallon Manor and McGrath Tower; authorization to execute a Community Development Block Grant project agreement with Monmouth County for Beaconlight Avenue Improvements Phase II (a $167,000 allocation); rejection and rebid authorization for Collins Field Park Improvements after bids exceeded estimates; acceptance of a non-fair-and-open professional-services engagement for tax matters; a shared-services agreement for police dispatch with the Monmouth County Sheriff’s Office (effective Oct. 1, 2024 through Dec. 31, 2029); and votes to release performance bonds and schedule a public auction of municipally owned real property.
Most measures were introduced on unanimous or majority roll-call motions; each ordinance and resolution will return with full documentation and public-hearing opportunities as required by law.
The council adjourned following a brief presentation on floodplain management and one public comment about the proposed occupancy tax.
