St. Clair adopts updated sewer pre-treatment rules after DNR sign-off

A revised pre-treatment ordinance for St. Clair’s water and sewer code won approval from the Board of Aldermen on Nov. 17 after staff said the Missouri Department of Natural Resources had signed off on the changes.
Staff explained the amendment to Chapter 24 is largely the same proposal reviewed by the board earlier in the year and that DNR provided an approval letter included in the meeting packet. The revisions will take effect Jan. 1, 2026, and are intended to allow the city to recoup certain expenses when industrial waste is discharged into the sewer system.
The presenter noted the city has relied on consultants recently to ensure compliance with pre-treatment regulations and recommended the board approve the ordinance. The board read Bill 2025-48 for first and second readings by title and voted to adopt it; the bill became Ordinance 2243.
The ordinance’s adoption formalizes the city’s ability to pass on some costs to industrial users when necessary and aligns local code with DNR expectations.
