Keansburg introduces ordinance to exceed 2025 appropriation limits, introduces municipal budget

On March 19 the Keansburg council introduced Ordinance #1740 to permit the municipality to exceed the budget appropriation limits under the Local Government Cap Law and to establish a cap bank for CY2025. The ordinance text cites N.J.S.A. 40A:4-45.14 and related statutes, states that the council found a 1% increase amounting to $171,871.11 advisable and that, in accordance with the ordinance, the final appropriations may increase by up to 3.5%, amounting to $601,548.88.
The council also introduced Resolution 25-024 to introduce the CY2025 municipal budget; the minutes note that a copy of the municipal budget would be available March 20, 2025 at the municipal clerk’s office and online. The council recorded roll-call votes to introduce the ordinance and the budget. The ordinance requires that certified copies be filed with the Director of the Division of Local Government Services both upon introduction and upon adoption with the recorded vote.
A public hearing and additional review were set for April 16, 2025. The resolution and ordinance include standard provisions for retaining unspent authorized amounts as exceptions to final appropriation for up to two succeeding years.
