Keansburg council approves amendment to Carr Avenue redevelopment agreement

The Keansburg Borough Council on July 17 approved a first amendment to the Carr Avenue Corridor Redevelopment Agreement with Carr Enterprises LLC to align the contract with an amended redevelopment plan and update the list of parcels covered by the agreement.
The amendment, described in the resolution, updates the property covered by the redevelopment agreement to include multiple lots across several blocks — including Block 10 (Lots 1, 3, 4, 5, 6, 7, 8 and 9), Block 13 (Lots 1, 2.02, 3, 4, 5.01, 5.03, 7 and 8), Block 14 (Lots 4–8) and Block 52 (Lots 7–9) — and brings the agreement into conformity with the Amended Redevelopment Plan adopted by the council in 2023.
The item traces back to the original redevelopment agreement executed Sept. 22, 2021, and to subsequent plan amendments that the council adopted by ordinance in 2021 and 2023. The July 17 resolution authorizes the mayor to execute the First Amendment "in substantially the form on file with the Borough Clerk," subject to non-substantive adjustments in consultation with counsel, and states the resolution takes effect immediately.
The council approved the resolution by roll call. The resolution says the amendment is intended to comport the redevelopment agreement with the Amended Redevelopment Plan prepared by T&M Associates and previously adopted by the Borough Council.
Next steps listed in the resolution include execution of the amendment by the mayor and administrative filing of the executed document in the Borough Clerk’s office.
