Brooklawn council adopts $560,000 bond for capital work, approves consent agenda and raises health-care waiver to $7,500

The Brooklawn Borough Council on Tuesday adopted Ordinance 19 of 2025, a bond ordinance appropriating $560,000 for completion of various capital improvements in the borough.
The public hearing on the bond ordinance was opened and the council then voted by roll call: Council member Darra, Council member Holler, Council member McConnell, Council member Osham and Council President McAdams each recorded “yes,” and the motion carried, adopting the ordinance.
At the same meeting the council approved a consent agenda that included routine and administrative measures: advertising for the purchase of calcium hypochlorite tablets (Res. 149-2025), establishing a fair-and-open process for professional services (Res. 150-2025), participation in the state Safe and Secure program (Res. 151-2025), acceptance of the 2024 audit (Res. 152-2025), authorization related to financing a Board of Education project through the Camden County Improvement Authority (Res. 153-2025), an extended grace period for certain federal employees (Res. 154-2025), the appointment of a grant writer (Res. 155-2025), and contract awards for water-softener work and storm sewer pipe replacement among others. The consent agenda passed on roll call with the same five members voting yes.
Council also moved and approved paying bills and vouchers as presented.
On employee benefits, the council voted unanimously to raise the maximum annual Chapter 78 health-care waiver from $5,000 to $7,500 for 2026. A motion to set the waiver at $7,500 was made, seconded and carried by roll call votes from Darra, Holler, McConnell, Osham and McAdams.
Separately, the council introduced two new ordinances for future consideration: Ordinance 20 of 2025 to amend chapter 121 (signs) and Ordinance 21 of 2025 to amend chapter 150 (zoning). Those measures were introduced on first reading; no final votes on those ordinances occurred at this session.
