Bridgeville planners seek traffic engineering proposals for North End Washington Avenue after SPC offers technical support

Staff summarized a written response from PennDOT and a follow-up from the Southwestern Pennsylvania Commission (SPC). The SPC declined to perform a full engineering review but offered to supply technical data to support PennDOT’s findings and to assist with funding advocacy, a staff member said.
The step is intended to move the concept toward constructable plans. “Our goal is to do the refined traffic engineering necessary to work out all the kinks that kind of were identified with that concept plan from 2015 so that we can start running this up the playing to get funding support,” the staff member said.
Why it matters: the corridor is on PennDOT right‑of‑way and funding will determine whether utilities can be relocated, streetscape elements added or a more modest set of pedestrian and safety improvements implemented. Commission discussion identified the railroad trestle as a potential red flag that, if pursued, would be the borough’s financial responsibility.
Commissioners reported the towns have placed the North End project in their comprehensive plans and in next year’s budgets, and the borough manager and staff are preparing an RFP and proposals to solicit traffic‑engineering firms. Staff said they hope to have proposals or an RFP back within about a month.
The commission discussed project limits (the 2015 plan shows it ending at Presley; staff said their narratives extend the concept to Marill Road), coordination with Collier’s manager, and prior engineering work completed by Trans Associates and TPD. The SPC contact named in the update was Rich Fitzgerald, SPC’s executive director, whom staff said they had been talking to about raising the project on regional funding radars.
Next steps: staff and the borough manager will prepare the solicitation materials for traffic engineers and pursue funding applications; the commission will revisit the refined proposals when they are received.
