Staff and the borough engineer reviewed the consolidation plan and told commissioners that the submission conforms to borough zoning and the subdivision and land‑development ordinance, subject to the county and staff comments that the applicant has addressed. Commissioners asked about parcel boundaries, access to the rear lot and whether any additional parking requirements would apply; staff said the ordinance requires a dust‑free surface and that asphalt or similar surfaces are acceptable, and the commission discussed permeable surface options.
A motion to recommend council approval, with conditions addressing county department concerns, was seconded and carried by voice vote. Staff said the item will be placed on the borough council agenda for Oct. 13 for final action.
