The St. Clair Board of Aldermen on Feb. 23 approved a five-year master agreement with Drop Collaborative to support administration of the city's pretreatment regulations and separately approved the first-year work order under that agreement.
Administrator Liy said the city has worked with consultant Kim Neck and Drop Collaborative for more than eight years and that the master agreement formalizes services related to the new pretreatment regulations; she told the board there is no immediate payment attached to the master agreement itself. "This is just the agreement that goes through all of the things that she does for us related to pre-treatment," Liy said.
Liy said the first-year work order—covering compliance checks on industrial customers during the first year of the new regulations—was being requested at an amount not to exceed $68,300, with at least half of that expected to be covered by fees collected under the regulations and all of it within the city's 2026 budget. The board moved, seconded and approved the master agreement and the first-year work order.
Meeting transcript spells the consultant/vendor as "Drop Collaborative" and references Kim Neck by name. The work order approval authorizes staff to issue purchase orders and proceed with compliance inspections in 2026; the transcript does not record any amendments or minority votes on the item.
