St. Clair aldermen approve new FSA and HRA administrators, appoint park-board member

The St. Clair Board of Aldermen on Dec. 15 approved two ordinances contracting with Burnham and Flower Insurance Group to administer the city’s employee flexible spending account (FSA) and health reimbursement arrangement (HRA) services, and confirmed Alison Noak’s appointment to the park board.

Administrator Wely told the board the city’s prior vendor for FSA/HRA services was bought out by a competitor, forcing the change in administrator. “The basics of the FSA and the HA plan do not change,” Wely said, describing the move as an administrative transition rather than a benefit design change.

Wely detailed plan parameters the board was asked to approve: for the HRA there is a $750 employee deductible and a $6,500 individual maximum; for family coverage the deductible is $1,500 with a $13,000 maximum. The FSA remains structured so employees may access up to $5,500 upfront and claim reimbursements during the year, he said.

Council member Tiger moved to introduce bill 2025-54 for first and second reading to authorize the mayor to sign an agreement for FSA administration; the board approved the measure and the clerk recorded it as ordinance No. 2249. The board then introduced and approved bill 2025-55 to authorize an agreement for HRA administration; the clerk recorded that ordinance as No. 2250. The transcript records the approvals and ordinance numbers but does not include a roll-call list of individual votes.

Separately, the board moved to appoint Alison Noak to the park board for a three-year term expiring in December 2028; the motion passed with no recorded questions and Noak’s application was noted as being in the meeting packet.

The ordinances authorize the mayor to execute contracts with Burnham and Flower Insurance Group for the city’s FSA and HRA administration. The board’s next regular meetings were noted in the session schedule.
