St. Clair sets 15 mph speed limit around school property during school hours

The Board of Aldermen approved an ordinance to establish a 15 mph speed limit around school-owned property during school hours, adopting Bill 2025-53 as Ordinance No. 2248.
Administrator Welty said the board and staff had worked with the chief and other personnel to draft language creating a 15 mph limit around any school-owned property, effective between 7:30 a.m. and 4:00 p.m. The administrator also said staff will order uniform signage so that both private and city-owned property display the same message to drivers.
Welty noted that if no school-zone signage is posted, the city's default speed for the area is 20 mph. "Basically what this does is it creates a 15 mile an hour speed limit around any school owned property," Welty said, and recommended approval.
The board read Bill 2025-53 for first and second readings and then moved to approve; the clerk announced Bill 2025-53 becomes Ordinance 2248.
Staff said they will coordinate signage procurement and placement and incorporate the new section into chapter 14 of the code of ordinances. Enforcement and timing will follow established municipal traffic-control processes.
The ordinance will be implemented once signage is ordered and installed; staff said they would follow up on sign standardization and placement.
