Stone Harbor council adopts three ordinances funding capital, water/sewer projects; consent agenda approved

On Aug. 19, 2025 the Stone Harbor Mayor and Council unanimously adopted Ordinances 1691 ($7,621,845 bond appropriation), 1692 ($163,000 capital improvements) and 1693 ($3,184,380 water and sewer improvements), and approved a consent agenda including a $72,466.44 change order and several routine personnel and events items.
The Stone Harbor Mayor and Council on Aug. 19 unanimously adopted three ordinances and approved multiple consent resolutions during a regular meeting held in person and via Zoom.
Ordinance No. 1691, a bond ordinance appropriating $7,621,845 and authorizing the issuance of $7,258,800 in bonds or notes for various borough improvements, was approved on second reading. Victor Foschini moved for adoption and Jennifer Gensemer seconded; no public comment was offered on the ordinance. Recorded votes in favor were Councilmembers Frank Dallahan, Victor Foschini, Bunny Parzych, Robin Casper, Jennifer Gensemer and Ken Biddick.
Ordinance No. 1692, appropriating $163,000 from the capital improvement fund for various capital outlays, and Ordinance No. 1693, appropriating $3,184,380 and authorizing bonds/notes of $3,184,380 for water and sewer system improvements, were each approved on second reading by the same 6–0 recorded votes after motions by Foschini and seconds by Gensemer.
On first reading the council introduced Ordinance No. 1694 (reorganization of the Department of Public Works) and Ordinance No. 1695 (amendments to the salary ordinance). Both ordinances were moved and seconded and scheduled for final consideration on Sept. 2, 2025. Councilmember Bunny Parzych described 1695 as containing ancillary housekeeping changes rather than substantive salary changes.
The council also adopted a consent agenda that included approval of the July 15 work session and regular meeting minutes, the 2024 annual audit report, Resolution authorizing Change Order No. 6 for P & A Construction in the amount of $72,466.44, appointment of a contact person for the JIF employment‑practices helpline, hiring Jose Orlando Santiago as a Class 2 laborer in the grounds department, approval of three special events applications from the Stone Harbor Chamber of Commerce, and authorization for payment of bills. Victor Foschini moved to adopt the consent agenda and Jennifer Gensemer seconded; the motion passed unanimously.
Council adopted Resolution 2025‑S‑214 authorizing a closed session to discuss matters related to litigation and the employment relationship. The body entered closed session at 6:14 p.m. and returned to the dais at 7:48 p.m.; the meeting was adjourned at 7:49 p.m.
No ordinance amendments or dissenting votes were recorded in the public minutes for items considered on second reading.
