Stone Harbor reports tentative five-year FOP pact; engineers flag safety at COAH house and meters plan outlined

Borough Administrator Joe Clark told the council on Sept. 2 that the borough has reached a tentative five-year agreement with the Fraternal Order of Police (FOP) but that details could not be released until ratification.
"We have reached a tentative agreement with the FOP," Clark said, adding that he could not go into many details because the agreement has not been ratified but that it will be for five years. He thanked those involved in the negotiations.
During the Engineering Report, Marc DeBlasio reviewed capital projects and grant opportunities and was asked by Councilmember Ken Biddick to inspect a COAH house at 10206 Third Avenue because the active construction site lacked fencing. "…to mitigate a safety concern as there is no fencing around the property which is currently a construction site," Biddick said, requesting follow-up with the contractor.
Councilmember Biddick also outlined a plan for utility billing that would separate revenues into three expense buckets — debt service, sewer meters, and operations — so funds would be reserved for infrastructure repairs. He said a meter issue at the Reeds was resolved after installing a new meter and emphasized the borough seeks more accurate usage data.
Councilmember Bunny Parzych praised Public Works for cleanup after Hurricane Erin and asked the Shade Tree Committee to recommend a replacement tree where a hazardous tree was removed in front of Jay's on Third. Mayor Timothy J. Carney thanked police and fire for supporting a recent Eagles visit to Stone Harbor. The session adjourned with all in favor.
None of these items produced a formal vote at the work session; the FOP agreement remains tentative pending ratification and the engineering and meter items were referrals for follow-up.
