Smithville aldermen approve budget amendment, annexation reading and multiple infrastructure contracts

The Smithville Board of Aldermen on Aug. 5 approved multiple routine but consequential measures, including a budget amendment, an annexation first reading and several contracts and awards for city infrastructure.
Bill No. 3073-25, a Mayor‑sponsored FY2025 budget amendment, was approved on first and second readings. The amendment adds $4,500 to the General Fund and $32,782 to the Combined Water and Wastewater Fund. Alderman Marv Atkins moved and Alderman Dan Hartman seconded; both readings passed by recorded roll-call votes (5‑0).
Alderman Atkins moved and Alderman Hartman seconded Bill No. 3074-25 to annex Lots 2 and 3, Phase I of Whispering Creek Farms into the City; the first reading was approved 5‑0.
The board approved Resolution 1493 authorizing a camp host services agreement with Janet Terry and Chris Dunkin (motion carried 5‑0) and Resolution 1494 authorizing an agreement with HDR for a water and wastewater Capital Improvement Plan update (motion carried 5‑0).
The board awarded Bid No. 25‑11 for the Church Street and Mill Street watermain to Foster Trenching and Contracting Inc. for $133,938 with a $10,000 force account for a total not to exceed $143,938 (Resolution 1495). The board also acknowledged an emergency purchase of variable speed drives (VFDs) for the influent pump station at the wastewater treatment plant (Resolution 1496); no purchase amount was recorded in the meeting minutes.
All motions described above were moved by Alderman Atkins and seconded by Alderman Hartman unless otherwise noted; most votes were unanimous with Alderman Russell absent.
