Smithville board asks staff to explore Community Improvement District for downtown sidewalk repairs

Toothman recommended studying a CID as an alternative funding mechanism for commercial properties, moving the program into consideration for the FY2027 budget.
City staff clarified that a CID would only apply to commercial properties and require a vote of affected business owners to form, and the Board directed staff to include CID options and implementation steps in budget planning for FY2027.
Next steps: staff will return with a CID feasibility outline, estimated timelines, and proposed financing and assessment scenarios for downtown sidewalk repairs.
