Smithville board prioritizes Richardson Street–Highway 169 traffic signal in CIP update

The Smithville Board of Aldermen on July 1 directed staff to prioritize a traffic signal at Richardson Street and Highway 169 as part of the FY2026–FY2029 Capital Improvement Plan and asked staff to seek additional funding from the Missouri Department of Transportation (MoDOT). The direction came during a presentation by Finance Director Rick Welch on the city’s proposed five‑year CIP.
The CIP overview highlighted rising cost projections for multiple projects and prompted the board to set transportation priorities, placing the Richardson/Highway 169 signal ahead of a proposed First Street–Bridge Street roundabout. The board also discussed working with MoDOT to identify additional grant or matching funds to reduce local costs.
Why it matters: the prioritized signal and roundabout are among several projects that drive the city’s capital needs. With multiple large projects planned, staff said fund balances for some enterprise funds will be strained, making external funding or reprioritization more likely.
During the discussion Welch corrected a slide labeling error (the roundabout referenced should read 180th Street and Old Jefferson Highway) and presented fund summaries for General, Transportation, Capital Improvement and Park & Stormwater sales tax funds. Mayor Damien Boley suggested accelerating revenue‑generating park elements — such as campgrounds and shelters — to help offset amenity costs for larger park projects like Smith’s Fork Park Complex.
The board’s direction does not schedule construction dates; staff will coordinate with MoDOT and return with options, timing and funding scenarios for the prioritized transportation projects.
