Council approves first reading of rezoning for parcels behind Musgrove Street

The Clinton City Council on first reading approved a staff- and Planning Commission-recommended rezoning that would keep the Musgrove Street frontage as R1 for approximately 115 feet and rezone the interior parcels behind those homes to R2. The ordinance covers about 3.14 acres identified by a set of addresses presented to the council and is an application from Arling Summers.
Council member Mr. Kirkendall moved to accept the recommendation from staff and the Planning Commission; the motion was seconded by Council Member Megan Walsh and carried on a voice vote. Council asked staff to bring a visual site plan to the second reading so the council and the public could see layout and access details.
Staff told council the Planning Commission met on May 27 and negotiated a compromise after neighborhood input. The compromise keeps existing single-family frontage on Musgrove Street while allowing higher-density R2 zoning on deeper interior lots. Staff cautioned that an engineer-level site design remains required; the maximum buildout estimate provided by staff was theoretical: approximately 21 duplex units and four single-family lots across the combined properties, subject to road access, lot cutting and final site planning.
Council members pressed staff about traffic and the narrow Musgrove Street; staff said the developer indicated plans to upgrade the right-of-way if the project proceeds. Several council members said they support preserving the single-family character along Musgrove while allowing some additional housing behind those lots as a compromise reached by the Planning Commission.
The council emphasized that the action at first reading changes zoning only and does not approve a site plan or construction. If the ordinance is denied at second reading, developers may still develop under existing R1 standards. The council scheduled follow-up materials (including visuals) for second reading.
