The Clinton Planning Commission on Monday recommended a split rezoning for four parcels near Musgrove Street, advising the City Council to keep the properties fronting Musgrove Street as R1 for roughly 115 feet of depth and to rezone the rear portions and the parcels on Davidson and Campbell streets to R2.
Residents who spoke during the public hearing urged the commission to preserve single‑family character. Steuart Owens told the commission the shaded lots in the packet are single‑family and “we got to keep our R1 houses,” while Jeff Dwit said the application lacks site plans, setback information and clear development proposals. Frank Bowling, a Musgrove Street resident, said any reclassification would harm the neighborhood’s character.
Supporters of the change, including Darren Keyson speaking on behalf of an estate, and developer AJ Drake of TJS Construction argued R2 is necessary to attract investment and to build duplex rental housing. Drake said his firm would seek to construct roughly 20–25 duplex buildings on the combined 3.14 acres, aiming to provide market‑rate rental units.
Planning staff member Phil explained the technical tradeoffs: under R2 and a 6,000‑square‑foot lot assumption the four parcels could be reconfigured into about 22 individual lots, while R1 minimums would yield roughly 18 lots. Commissioners also raised practical concerns about Davidson Street’s narrow width and potential road improvements the developer would need to make for additional dwellings.
After extended discussion about protecting Musgrove Street’s streetfront appearance while accommodating new housing behind it, a motion passed recommending the compromise: keep the fronting parcels R1 to 115 feet from Musgrove Street and rezone the rear parcels and those fronting Davidson and Campbell to R2.
