The Clinton City Council took first reading Wednesday of an ordinance to annex two parcels and designate them a Planned Development District (PDD) intended to allow an RV park and a limited range of commercial uses along Highway 72 east.
City staff described the PDD’s permitted commercial uses—limited to items such as food trucks/container restaurants, a restaurant, small office, farmer/community marketplace, indoor self-storage, convenience store/gas station and a medical office building—and said the city would enforce those use limits on the parcel fronting Highway 72.
During discussion, staff cited elements of the developer’s plan labelled on drawing C200: “88 back-in lots, 286 pull-through sites, eight premium pull-through sites, 10 cabins and 20 premium cabins,” and confirmed the RV park portion would be sited behind the highway-facing commercial parcel and connected to city sewer. Council members asked about hospitality-tax treatment, hookups and whether the RV park would accommodate short-term visitors such as travel baseball teams; staff confirmed hospitality tax would apply and that final hookup and utility details remain to be finalized.
Council approved first reading of the annexation and PDD ordinances on voice vote and will review the items again on second reading if the process advances. The PDD is intended to combine commercial frontage and transient lodging options in a single, privately owned development annexed into the city.
