Clinton — The City Council denied a proposed rezoning for several parcels on Davidson Street after staff and council identified conflicting language in the meeting packet about whether the applicant had requested commercial (C3) or residential (R2) zoning.
Jeff Dit had told the council during public comment that the requested change from R1 to C3 would jeopardize the residential character of Musgrove Street and quoted the 2019 City of Clinton comprehensive plan language that residential corridors “should be carefully monitored” against incompatible uses.
Staff explained the agenda packet contained a typographical error that made it unclear whether the planning commission had approved a C3 request; council members debated whether to table the item to allow corrected briefing or to vote. Council members first moved to table, then rescinded and instead voted to deny the ordinance so that any corrected or new application would have to come back through the normal process.
Mayor and council confirmed the ordinance was denied by voice vote; staff told the council they will await a corrected application and the appropriate public hearing process if the applicant resubmits.
