Clemson council adopts procurement and purchasing-card policies and accepts road dedications

Clemson City Council on June 1 approved a set of administrative resolutions including repeal of an older procurement ordinance section, adoption of a new procurement policy and a purchasing-card (P‑card) policy (both effective July 1), and acceptance of the final phases of road and sidewalk dedications from the Patrick Square development.
Leslie, the staff presenter, told council the second reading repeal (section 7‑11 related to expenditures/purchasing/receiving) would clear the way to adopt a modern procurement manual. Council then voted to adopt the procurement policy and procedures manual and, separately, the purchasing-card policy; both measures were presented as resolutions and approved by voice vote after brief staff explanations.
Planning staff also presented a resolution accepting the final dedication of streets and sidewalks in Patrick Square (phases 10 and 11 and Thurman Lane and associated rights-of-way). Council approved that dedication by motion and voice vote.
The procurement and P‑card manuals were described by staff as updates to streamline purchasing and card usage and to reflect current practice; staff indicated the effective date of July 1 so departments can implement updated procedures ahead of the new fiscal year.
What happens next: staff will implement the new procurement and purchasing-card procedures and provide any operational guidance to departments, and public works/engineering will integrate the newly dedicated street and sidewalk segments into the city-maintained inventory.
