Residents press council to pause approval of 201 Pine Street student-housing PUD

The Clemson City Council heard a lengthy public hearing and council discussion Tuesday on PUD 0005262026, a proposed student-housing development at 201 Pine Street, where residents urged the council to pause any approval pending more data on enrollment and the occupancy of other downtown projects.
Developer representatives and an architect presented the project as a redeveloped student-housing complex that has been pared back from an earlier, larger proposal. Architect Louis Vavaroutsos said the revised plan steps the rear of the building down to three stories, reduces the bed count from ‘‘over 700’’ to about 550, encloses parking to reduce light and noise, proposes burying power lines and adds about 12,000 square feet of covered public plaza and courtyard space. He said traffic analyses at city-recommended intersections show negligible impacts and described pedestrian and utility improvements including a 10-foot sidewalk, five improved crosswalks and waterline replacement.
