Town council adopts handicap parking space on South Division Street

The Town Council of Florida, Indiana, voted during its meeting to adopt Ordinance 2026-09, establishing a handicap parking space on the west side of South Division Street at the intersection with East Columbia Street to improve access to a business at 16 East Columbia Street. The ordinance passed after the first, second and third readings were presented and the council approved it by voice vote.

Chair (Speaker 1) read the ordinance text into the record and described the location and purpose. "Whereas, due to the development of business at 16 East Columbia Street in Florida, Indiana, it has been determined appropriate to install [a] handicap parking spot," the chair said while reading the ordinance language. Committee members moved and seconded the readings and each reading passed on a voice vote.

The ordinance sets parking limitations for the designated spot and requires traffic control signage to be installed. It establishes a penalty schedule for violations: an initial penal sum of $15 payable to the town clerk/treasurer within two business days, an increased sum of $25 if paid within seven business days, and potential further enforcement through the Carroll Superior Court with fines not to exceed $500 plus court costs.

The passage followed routine procedure: the council approved the first reading, suspended rules to read by title on the second and third readings, and then adopted the ordinance in final form. The council did not amend the text during the meeting.

Ordinance 2026-09 is effective as provided by law after adoption; town staff will arrange for installation of signage and enforcement consistent with the ordinance language.
