Board recommends awarding Jefferson/Wood drainage RFP; funding identified in capital plan

Staff presented details of the proposed Jefferson Avenue and Wood Street drainage reconstruction and recommended the board award the project following a competitive bid opening.

A village presenter described a system of undersized and damaged storm pipes—some dating to the 1930s and portions running through private property with multiple bends and pipe-size reductions—causing recurring flooding. The proposed scope would remove and replace approximately 1,235 linear feet of piping with larger HDPE and a 42-by-24-inch concrete box culvert in key locations, upgrade catch basins and manholes, and rehabilitate sections under driveways with cured-in-place lining where full replacement would be disruptive.

Staff reported 11 bidders at the April 15 opening; bids clustered within several hundred thousand dollars of one another with two higher outliers. Based on qualifications and the bid review, staff recommended awarding the contract to Montesano Brothers Inc. Staff said funding for the project is already identified in the 2024–25 capital plan and that the village expects reimbursement for eligible costs (engineering, surveying and construction management) once the project exceeds $1,000,000 and reimbursement requests are submitted; one staff speaker described current pre-approval for $1.5 million in reimbursement and cited prior FEMA/state reimbursements on other projects.

Trustees asked about other candidate sites for future drainage work; staff said Washingtonville is the next likely study area and that a June timeline for a site-report is anticipated.

What happens next: staff will place the award on the regular meeting agenda for final action and continue coordination with engineers on design and reimbursement submissions.
