Knowlton Committee approves consent agenda, authorizes Ramsaysburg holdover to protect grants

Knowlton Township’s Committee approved a slate of consent resolutions on Jan. 12 that included board appointments, insurance membership, personnel‑policy updates and authorization for a holdover lease at the Ramsaysburg Historic Homestead.
On roll call the Committee approved several items on the consent agenda, including Resolution 2026‑03 (non‑compensated appointments) and Resolution 2026‑29 (compensated appointments). The roll‑call tally for the consent items recorded Baley, Lembeck, Mazza, Starrs and Shipps as voting yes on the listed items.
Resolution 2026‑25 authorized the Township to join the Statewide Insurance Fund for a three‑year term starting Jan. 1, 2026, listing coverages that include workers’ compensation, general and automobile liability, cyber liability and property coverages, and naming Debra Shipps as Fund Commissioner and Kristin Shipps as alternate.
Resolution 2026‑27 updated the personnel manual, replacing a biometric time‑clock policy with an electronic timeclock with geofencing and adding a clothing allowance for DPW employees.
In a separate but related action, the Committee approved Resolution 2026‑26 authorizing the mayor to sign an NJDEP Holdover Term Notice so the Township may remain the holdover tenant for the Ramsaysburg Historic Homestead while a new lease is processed; Committeewoman Starrs told the Committee the Historic Commission has obtained about $800,000 in grants for property improvements that could be jeopardized without a holdover agreement.
Resolution 2026‑28 appointed Vince Gaeta as Emergency Management Coordinator and Travis Christie as Deputy Emergency Management Coordinator for three‑year terms beginning Jan. 1, 2026. The Committee directed certified copies to Warren County emergency management as required by statute.
The Committee also authorized professionals to file a Consent Order with the court to obtain conditional compliance certification for Knowlton’s Fourth Round Housing Element and Fair Share Plan, referencing P.L.2024 c.2 and related statutory requirements.
Actions approved at the meeting are administrative decisions required for municipal operations; most were approved by voice or roll call as listed in the minutes. The Committee adjourned at 9:35 PM.
