Council holds informational hearing on Additional Appropriation Resolution 9-2026; discusses recording upgrades and cable audio

The City Common Council held an informational public hearing Monday on Additional Appropriation Resolution No. 9-2026, outlining a series of rebudgeted expenditures that officials said are already committed and will be formalized at the council’s 6:00 p.m. meeting.

Chair opened the hearing at 5:45 p.m., saying, "Uh this is forformational and discussion only. There will be no vote in this public hearing." The council reviewed a list of requested appropriations that a staff speaker described as "a summation" of committed items including automated external defibrillators for police, fire and building staff, car repairs for police vehicles, recording upgrades for the council chamber, several items related to the YMCA and funding to support the hometown celebration (not the fireworks themselves).

A council member asked about the recording upgrades and when they would be installed. Dave, a staff member, confirmed the upgrade covers "cameras and the sound upgrade" for the room but said he did not yet have an installation timeframe. On audio quality, a council member relayed a constituent complaint that the council audio is "muffled" on the cable channel in parts of town; staff responded that the municipality has no control over the cable distribution and that "it's the same file on YouTube."

Council discussion otherwise focused on clarifying the items in the packet rather than approving new expenditures; the hearing was informational only. With no further questions, the chair adjourned the public hearing and the council planned to reconvene at 6:00 p.m. for the regular scheduled meeting.

The hearing did not include motions or votes; the appropriation resolution will return for formal consideration at the regular meeting.
