Tower council interviews two finalists for clerk/treasurer, schedules Nov. 24 meeting for final decision

Mayor David Setterberg called a special Tower City Council meeting to order at 4:30 p.m. on Nov. 19, 2025, at the Civic Center and said the council would interview two finalists for the clerk/treasurer position.
The council interviewed Jolene Mroszak and Tammy Mortaloni, allotting roughly 30 minutes to each candidate and rotating a pre-set list of questions so both would be asked the same items, Mayor David Setterberg said. Both candidates were described in the minutes as bringing “numerous good qualities” and “impressive resumes.”
Councilor Joe Morin moved to accept the meeting agenda as presented; Councilor John Van DeVoort seconded and the motion passed unanimously. Deputy Clerk/Treasurer Terri S Joki-Martin and contractor Dianna Sunsdahl were listed as staff present. Councilor Kevin Norby was recorded as absent.
After the interviews, councilors discussed their notes and agreed to call a special meeting on Monday, Nov. 24, at 3:00 p.m. at City Hall for a final determination between the two candidates. The minutes state both candidates were given paperwork for a background check should it be needed for hiring either candidate.
The special meeting was scheduled as the next procedural step; the Nov. 19 session concluded when Councilor Joe Morin moved to adjourn at 5:40 p.m.
The minutes list additional attendees including Marshall Helmberger, John Burgess and an e-attendee identified as Dena. No public input or correspondence was recorded during the public-comment portion of the meeting.
