Tower council dismisses Harbor Project bids, directs talks on remediation and funding

The City of Tower council unanimously voted on Nov. 10 to dismiss all bids for the Harbor Project, citing unresolved questions and the need to maximize grant dollars. Mayor David Setterberg reported the city has until Dec. 3 to accept or reject bids.
Councilor Joe Morin moved to dismiss the bids; Councilor Bob Anderson seconded and the motion passed unanimously. Council members discussed assembling two Tower councilors, Breitung Township leadership (Supervisor Tuchel) and consultant Marshall Helmberger to review options for soil remediation and infrastructure work.
Council members noted potential funding sources in preliminary discussion: a $180,000 grant from Minnesota Housing, a possible $500,000 from IRRR and contractor contributions, though additional funds will be needed. No formal funding commitments were made at the meeting.
