Schuylkill County commissioners approve multiple contracts, appointments and repository sales

Schuylkill County commissioners on June 10 unanimously approved a package of contracts, personnel actions and property sales that county officials said are intended to support juvenile services, human services transportation and ongoing county operations.
The board approved a detention services agreement with Central Counties Youth Center (Bellefonte) at a per‑diem rate of $667 for the term July 1, 2026–June 30, 2027, and a multi‑program in‑home services agreement with JusticeWorks YouthCare (Pittsburgh) that lists program rates ranging from $73.43 to $93.49 per hour, a $459.29 per‑diem truancy prevention figure and a $30,000 per‑month transportation service line item. Commissioner Barron Hetherington moved both motions; Commissioner Gary Hess seconded; Commissioners Padora, Hetherington and Hess voted aye on each motion.
The board also approved a contract with Partners in Specialty Pathology PC to provide specimen testing for the Coroner’s Office for calendar year 2026, renewable annually per the fee schedule. In the same vote block commissioners approved a $30,370 contract with Triple A Services LLC to provide grant‑writing services for a Community Development Block Grant Americans with Disabilities Act project in Wayne Township and authorized advertisement for a public hearing on the 2026 Emergency Solutions Grant Program.
Human Services agreements approved include a rate agreement with Culture2Culture (d/b/a Blue Sky Transportation) for Medical Assistance Transportation at $57.37 per one‑way trip, a $143 per one‑way trip agreement with Good Will Fire Company No. 1 for MATP/HSDF services, an after‑hours answering contract with Penn Kashar at $145 per month (up to 100 calls) with additional per‑call and long‑distance charges, and a set of tiered rates with Schuylkill Transportation System for MATP and senior shared‑ride trips. All human services contracts are effective July 1, 2026–June 30, 2027.
On coal lands business, the board renewed two Joe Kuperavage Coal Companies restoration leases (R07C2 and R8A), noting both leases remain in restoration with no active or planned mining and that the fee will remain $1,200 per lease for the year term.
Under tax claim business commissioners approved five repository sales pursuant to 72 P.S. § 5860.625; parcel numbers, owners of record, bid amounts and bidders were read into the record and the minutes note municipal and school‑district approvals for the sales. The minutes also flag demolition parcels and note where bids were below the repository price but approved by municipalities and school districts.
The board approved personnel actions in Human Resources: a promotion in Children & Youth (Kayla Bohr from Caseworker I to Caseworker II, effective June 15, 2026) and multiple appointments for correction officers (part‑time) and telecommunicator trainees (AFSCME), with effective dates in mid‑June and pay rates set per the relevant union contracts. The minutes state that all appointments are pending drug tests and physicals and that salary‑related actions are pending Salary Board approval.
Commissioner Larry Padora also announced that, with assistance from Congressman Meuser’s office, Schuylkill County secured $1.6 million in grant funding to refurbish the courthouse. Padora thanked the congressman and staff for their help in securing the funds.
