City engineer outlines Windstream fiber work, roundabout bid overruns and wastewater plan unveiling

At the July 6 North Ridgeville council meeting the City Engineer provided updates on utility and capital projects, describing Windstream’s fiber upgrades, recent bid results for a State Route 83/Chestnut Ridge roundabout and an upcoming wastewater master plan presentation.
On Windstream, the engineer said the company, which does business as Kinetic, has the right to install fiber-optic services but must comply with the city’s right-of-way agreement: provide improvement plans that show existing utilities, call utility locates through OUPS before earthwork, post door hangers for affected property owners and place project signage with QR codes linking to project details. She said Windstream must post a bond or cash deposit of $20,000 per improvement plan set; the city currently holds $40,000 as security.
On capital work, the engineer said two bids for the SR-83/Chestnut Ridge roundabout exceeded engineer estimates by more than 20 percent, largely due to higher trucking and asphalt costs; the engineer-of-record is reviewing estimates and the administration currently estimates an additional $700,000 may be required, which could delay construction until winter.
She also said the full-depth resurfacing project’s completion date was extended to May 29, 2027, after bidders requested more time, and invited council to the AECOM wastewater master plan unveiling on July 14 at 5:30 p.m. in council chambers.
