The meeting of a City of South Miami board failed to reach the required four-member quorum, and staff told three applicants their projects will proceed under staff recommendations rather than awaiting another board session.
Lourdes, speaking from the chambers, told applicants that "If we do not get quorum, it'll go with staff's recommendation so your project can proceed." She identified the applicants as Bartrolli, Rodriguez and Denise Williams and said staff would forward any emailed board comments to the applicants and their architects.
The practical effect, staff said, is that two residential proposals and one signage request listed on the agenda will move forward with staff-recommended conditions and can proceed toward building permits and construction without a formal board vote. Board members were instructed to submit any formal comments by email so staff could relay them to the applicants.
Chair Mr. Guerra said the panel considered waiting a few minutes for late arrivals but ultimately did not pursue a formal vote. "I just didn't know if we should give it a few more minutes or do we just concede and and, call this meeting adjourned?" he said.
The meeting was adjourned without a board vote; staff confirmed the items will advance under staff recommendations. The board did not record a formal motion or tally on the agenda items during this session.
