The Bay City Commission on July 6 voted 5–4 to ratify a temporary employment agreement extending Dana Muscat’s service as city manager through July 31, 2026, or until the incoming city manager’s contract is approved.
Commissioner Morris said he would vote no and urged that the deputy city manager take over: "I'm gonna be going no to this," he said, arguing the deputy was in place to handle an interim transition. Supporters of the extension — including Commissioners Cubitt and Coakley — said the extension was necessary to finish contract negotiations with the incoming manager and to ensure continuity during the handoff.
The motion to approve the ratification was moved and seconded and then discussed at length. Commissioners who opposed the extension cited concerns about repeatedly extending a holdover and about use of taxpayer dollars; those who supported the extension said ongoing contract negotiations and outstanding tasks made the limited extension prudent.
The clerk called the roll. The motion passed by a 5 yes, 4 no tally and the extension was approved. Commissioners asked the city manager to refrain from supervisor-level hires while the short extension remains in place, and staff said a final contract with the incoming manager was expected within weeks.
