Hawaii County panel forms permitted interaction group to review ViVi nonprofit grant process

The Hawaii County Committee on Legislative Approvals and Acquisitions voted to form a permitted interaction group to review the ViVi nonprofit grant application process and to develop recommendations for scoring and possible code amendments.
Council Member Heather L. Kimball, chair of the committee, said the motion to close the file on Communication 752 was already on the floor and took the procedural vote before moving on to the permitted interaction group. “So, just to remind everyone, the motion is already on the floor to close file on this communication,” Kimball said.
Staff had presented Communication 752, which transmits applications and recommendations for ViVi nonprofit grant awards for fiscal year 2026–27. After brief procedural discussion, the committee approved the motion to close the file on Communication 752 (clerk recorded seven ayes; two members excused).
The committee then considered Communication 904, which requests formation of a permitted interaction group (PIG) to evaluate the 2026–27 application process, propose a scoring rubric for future cycles and recommend any needed code changes. Council Member Inaba moved to form the PIG “pursuant to Hawaii statutes 92-2.5,” naming Kimball, Eustace, Kaguada and himself as members and designating Kimball as chair of the group. The motion carried with a favorable vote (clerk recorded seven ayes; two excused).
Following formation of the PIG, Council Member Inaba moved, and Council Member Houston seconded, to postpone final closure on Communication 904 to the call of the chair so the newly formed group can proceed with its review; the committee approved that postponement.
The permitted interaction group will be tasked with reviewing the application and scoring process, recommending improvements to the six-month review and scoring procedures and proposing any code amendments needed before the next grant cycle. The committee did not take final action on the substance of the grant recommendations at this meeting; the PIG is expected to report back with recommendations to the committee before any council-level votes on grant awards.
Meeting minutes show the motions were procedural and intended to ensure a focused review; no new funding amounts or award recipients were decided at this session.
