Planning board extends South Miami moratorium on residential solar rules to allow code repeal work

To avoid re‑imposing an older residential photovoltaic regulation while a sustainability ordinance moves through the Commission, the Planning Board unanimously recommended extending the temporary moratorium through Oct. 15 to allow staff time to repeal the old rules and finalize new sustainability regulations.
The City of South Miami Planning Board voted April 14 to recommend extending a moratorium on enforcement of residential photovoltaic regulations in section 20‑3.6(w) through Oct. 15. Staff said the prior moratorium was set to expire April 15 and that the extension would give staff time to repeal the obsolete solar regulation and ensure the new sustainability ordinance and regulations are coordinated.
Planner Mark Alvarez explained the extension is a temporary measure so residents and applicants are not subject to the older rules while the new sustainability regulations are finalized and move through the City Commission. The board voted unanimously to forward the extension to the Commission for first and second reading and adoption.
The extension is procedural: staff will prepare the ordinance packet and a timeline for repeal and replacement of the code provisions when the sustainability ordinance is adopted.
