Toledo council approves stop signs at school intersection, broadband lease and LOSAP contribution

The Toledo City Council on Nov. 25 approved a series of measures aimed at traffic safety, broadband access and fire/EMS benefits during its regular meeting at the Reining Center.
Mayor Tosh Brian Sokol opened the meeting and led roll call; Councilmembers Vesely, Pansegrau, Boll and Cook were present and Councilmember Goodhart was absent. The council first approved the consent agenda, which included minutes, financial reports and invoices totaling $105,969.52 and payroll of $38,627.83.
The council adopted Resolution 2025-23 to install stop signs at the intersection of Church and Grace after Mayor Sokol said the change was prompted by increased traffic near the middle school. The resolution initially described sign placement as "running East & West, but will be corrected to state North & South," and the council approved the correction. Councilmember Pansegrau moved approval and Councilmember Cook seconded; all present voiced ayes.
Councilmembers also approved Resolution 2025-24, authorizing a five-year lease with GigFire for broadband equipment to be placed on the Toledo water tower. The measure, moved by Councilmember Boll and seconded by Pansegrau, passed on a unanimous voice roll call of those present.
The council approved a 28E intergovernmental agreement with Tama County regarding the Toledo Bandstand after a motion from Councilmember Vesely; Councilmember Cook seconded. The agreement was approved "as written" and the item will be returned at the next council meeting with a formal resolution to adopt the 28E agreement.
Chief Quigley requested a revision to the ordinance governing citation fees to reflect additional collection costs for a $50 parking ticket. Councilmember Vesely moved to table the ordinance for further consideration; Councilmember Cook seconded and the motion to table carried.
Under old business, the council approved a contribution of $200 from the city to each qualified participant in the fire/EMS Length of Service Award Program (LOSAP). Councilmember Boll moved the measure and Councilmember Pansegrau seconded; council members noted the city contribution would secure the maximum $500 match available from the State. The motion passed unanimously among those present.
